father changed name without notification

My ex-husband changed his and our two children's last name without notifying me. I searched for 14 years to find them. I have just now found out about this and wonder if this was legal for him to do. Wouldn't I have had to sign something giving him permission to change our children’s last names? We had shared custody and he knew where I lived. I lost 14 years of my children's lives and this devastated me.
