Getting College records

My husband has a Court order that states the mother is to provide him with any and all information as far as Educational Financial Expenses on his daughter. It has now been 3 months since the court order was signed and she still has not provided the info.

We contacted the college and they said that they can not sent that out to him, because the child did not request it to be. How do we get them to send it out? Isn't there a law in Illinois, stating that they can not withhold that info. and that they must provide the other parent with these records?

Does anyone have the website / link for the school records.
