help for preventing an adoption

Resently my finace's former girlfreind died in December. We found out in Febuary of the passing they have a daughter that is living in Missouri with her maternal grandmother. the grandmother is wanting to adopt her. He is objecting the adoption. How do we one get custody of her and prevent the grand mother from adopting her with out his consent.
