How to Collect Spousal Support Debt

My ex (James Woodrow Smith) & I were living in VA when we were divorced in 1988. He then moved to NC and married Betty Bolling of Cary, NC. The VA court order states that I do not have to go back into court to collect arrearages in spousal support. He is now over $14,000 in arrears. He & is new wife travel all over the US in a 5th wheeler. He keeps his address & phone number hidden from our children & me.
He is a retired federal government employee who receives a federal retirment pension, a girl's soccer goalie coach, likes hot rod cars, smokes, & has lived overseas.
I need advice on how to find him and how to collect the spousal support owed to me. HELP.
