Your child's desires are but one factor the court will use to determine whether or not to change the court ordered custody and visitation issues.
Jurisdictional issues will vary. But, usually, the court of original jurisdiction (where original court order was) will be the place where the new proceedings will be, unless your family attorney can show cause to change.
