I need help please (Maine)

Ok - mother finally sent papers that were notarized on June 18, 2000. Father gets them TODAY. There's something that says he has to respond within 20 days. Is he going to be in trouble legally because he didn't respond since he didn't know? He has the envelope with the postmark date of last Friday.
Help please!!

Just certified mail. He just called the courthouse in Maine and they told him that he needed to send a letter saying why he disagrees with the letter she sent. I think I have my answer...
He's calling a lawyer now too. The issue after that will be getting the $$ for a retainer...
