Leave a state to another state?

My sister in law wants to move out of mass and move to florida near her brother with her kids. Her x-husband doesn't pay child support at all. She doesnt' take him to court for it because she has already missed 10 day to do so and she can't afford to miss work because she has to pay her bills. She wants to move to florda to make a better life for herself and kids. They husbands says she can leave with the two olderst, which are 18 and 16 because he doesn't care about them but his youngest son which is 12, he said she can't move out of the state of mass until he is 18 because he wants to visit him ever other week end. Now how does he have this right and he doens't pay child support at all. Thanks a caring sister in law Denise, trying to help out.
