Locating Custodial Parent

I know there are tons of agencies willing to help custodial parents track down non-custodial parents who are behind on there child support payments but are there any agencies that will do the same for NCP trying to locate the CP and child? Have already tried USSearch with no luck-very difficult when the CP does not have a job and lives with friends therefore does not have any bills in her name. NCP pays CS through the court (state of FL) and they will not provide address where checks are being sent. Any ideas on how to find the CP?
