| My grandson is 15 yrs. old. His mother and father were never married and he has his mother's maiden name. She remarried 11 yrs. ago and my grandson would like to change his name to his stepfather's. He lives in Pennsylvania and his father lives in California and refuses to sign the papers. He doesn't give a reason but has be stalling for over three years. My grandson has been using the new name for over three years thinking his father was going to sign. Is there a way he can legally change his name without the father's signature?
We would certainly appreciate any info you can give....3 1/2 years is just too long to ask this kid to wait and soon he will be getting his driver's license.
