NO CHILD SUPPORT IN FL.

We live in FL. My friend has a child with an ex boyfriend. He has since married someone else. He moved to another state, but calls & sends $100.00 per week. There is no court order. However 2 checks have bounced, which of course make her other checks bounce. She has checkrd with HRS & they want money to pursue him. Can this be done without money out of her pocket, which she does not have? How does she start this?
