Parental termination

I have a friend who it the mother of a 9yo daughter and an 18mo son (different fathers). The father of the youngest and my friend never got married; this man lives (at the moment) in Miss and has been in and out of mental institutions and rehab programs. My friend is recently married and her new husband would like to adopt this child. Can someone tell me the Ga laws on parental termination? The father has had no contact for at least one year with the child; he does not contribute any support however his mother does send a little bit each month. He has called and threatened to kill the family as well as other threats. Is there a way to have this man's rights terminated? Any help would be greatly appreciated. The mother is a full time student as is her new husband so they really don't have the funds for a lengthy fight. Thanks!
