power of an agent

After my son's wife reached 21, she left the home to "have more fun". There was an 18 month old son left with the father. They both had since had protective orders issued. He had the son left with a child care agency and one day the mother showed up, with a police officer and took the son from the front porch of the facility. The owner of the facility, argued with the mother and officer, but the officer stated that "he was in charge now" and the mother removed the son. What now? Isn't there an agent legality here? We are in Wayne County, Indiana. By the way, she is fooling around with a state police officer and the harrassment from law enforcment is not helping much.
