Help!!!Support/Visitation different states


We live in the state of New York..My husband has a daughter in Florida to which he pays support..On Oct 2 he became ill and was hospitalized..The doctor has since declared him unable to work at this job since he feels his illness was caused by the job..He had to resign..We still haven't received compensation or any other income so we immediately sent this info to the state of Fl. collection unit and asked to send papers to modify..Well we never heard back so we called them..Besides being rude they said my husband has to be there in court..or find legal counsel that has practice in both states..We explained we have NO money and are unable to travel..The man replied it was our problem that the arrears will keep mounting and my husband could lose his drivers licence.My husband has paid on time for the 2 1/2 years we have been together and in this time the mom has only let him speak to the child twice on phone and denied her coming here to visit..It's been 3 years since he even saw his daughter we don't even have an address or number to reach her..Can someone help we are at a loss..Thanks.
