Visitation Agreements Two Sided ??

If over a period of two and a half years, the non custodial parents never sees the child on the agreed dates and effectively ignores the agreement, can that same party then quote and enforce the agreement when he suddenly decides to see the child on a date in the schedule ?.

I mean, if someone does not follow an agreement, can they then legally force the other person to follow it when it suits them?

Unfortunately they can. I went ( and am going) through a similar problem and if you dont let the child go YOU can be held in contempt if the visiting parent takes you to court. Good luck
