Vistation for child under two years old

My ex-boyfriend has filed for visitation rights to my son. He has not made contact with us for over a year. My son is 14 months old. What type of visitation order will be granted by the court? Since he is under two, will that be taken into consideration? Will the fact that the father has not made contact for a year be considered also?
