Eighteen is the age of majority in NY. If he is verbally & physically abusive to you and his sister, you MUST call the police. It's enough for you that you are being abused by your son, but you have a legal obligation to protect that 5 yr old. If you don't, even though you yourself go through it too, you can be held accountable if he does something to her that proves fatal or she needs hospitalization, and CPS finds out that you knew he was abusive. Protect both of you and do something as you see it develops the next time. There is no reason you should be made to live like that.

I don't know if PINS would intervene now, because he is so close to 18, but it may be worth the phone call, maybe someone from the program can come out to your house and try to talk to him?
He can quit school as early as 16 without your consent, I believe. I know 16 is the age a teen can go for GED classes and testing, so I would guess they can make the decision to quit at that age also. I wish you all the luck and strength with this, as I'm sure it is not easy at all.
