Why can mother get off paying child support in nys by quittin her job

My ex was paying 130.00 p/w for 4 kids and then remarried got pregnant in 98 and quit her job 5 months prior to her doctors work release. We took her to court and belive it or not the judge released her from all past payments and lowered her payments to 25.00 p/m It has been over a year and she has no job, Is there a way the court can order her to work and what if any thing can i do to get a fair payment from her.Please send any replys too yosamyrrg@hotmail.com
