Accrued leave sell back

MOU says I can only sell back 360 hours. I accrued 1600 over 9 years. I resigned due to the nasty environment.
What can I do to sell remaining 1300 hours.

You have no right under the law to sell them back at all.

Sorry - I know it ruffles feathers. And, I'm not against the PERSON (people) - I'm against the system in general. I come from a family with several people who serve/have served in various positions as public servants (law enforcement, city government, etc).
