So it is showing right now. My girlfriend called her job and was called back by a administrator and told she could have the day off. She was called back a hour later and told she had to come in., because she would be under hours to retain her benefits according to the boss. The handbook States that if a employee is told not to come or to leave early it would not count against the rule of being under hours., since she was told to. This isn't the first time, there are times that employees were told to leave early and it counted against them.

The boss is now basically threatening her now with losing her benefits if she doesn't come in. Is this harassment. Is the change of handbook rules at the bosses will against the law?

She was NOT told NOT TO COME IN. She requested not to go to work and that was granted. That is not a change in the policy. And a handbook is NOT a contract.

No to both.

She had called to inform her job that due to the weather she would be late. Then she got a call back a hour later saying she didnt need to come in. And then she got the call saying she had to come in. Never once did she request to have the day off.

Okay. So not against the law and not harassment. So is this just bad business that her boss does this and changes everything on a regular basis

When you, or she, is the boss you can manage everything exactly as you want. Until then he is the boss. It may or may not be a bad business practice but managing your business badly is not illegal.

So the boss may have calculated they could do without her initially, then discovered that was not possible. Generally an employee is an at will employee and can be terminated for the color of their socks.
