When I had to lay off employees, I had to matrix the entire group. One of the skills was "communication".

• How well did the employee understand written and verbal instructions.
• How well did the employee follow instructions.
• The employee's ability to effectively communicate, verbally and written, to others.

I think this is what Tigi refers to as a 10-37.
