What is the name of your state (only U.S. law)? VA

I worked as a contractor at a government agency. The contacting company didn't have a main office that we could go to when the government was closed for inclement weather. We were forced to use almost 40 hours of leave (or leave without pay) when the agency was closed. Is this legal?

Probably. Unless there is something else in your contract, federal wage and hour law allows the employer to substitute paid leave for time missed., even if the company office is closed due to weather.

Are you exempt or nonexempt?

There is not enough information given to determine that. Millions of people (literally about one quarter to one third of the workforce in the DC metro) are "contractors" with the federal government in the sense that their employer is a federal contractor, not that they themselves are an IC.
