What is the name of your state (only U.S. law)? ny

im a member of a school district in suffolk county ny and have worked as a subsititue custodian for almost 8 yrs now and in my pension i only have just under 4 yrs towards my vested interest meaning when i retired at 77 or lose my job ill get a pension.
I was informed that sub custodians get significantly less times reported to NYState than regular custodians. Im told 1 hr day is reported but if thats the case when i work 30 days in a month they only report me as working .5 so it will take me 10 yrs working as a sub to get 5 years vested in pension and i keep getting stonewalled when i ask
