Qualifying event for health insurance

What is the name of your state (only U.S. law)? PA/MD

Husband and wife are covered under wife's employer health insurance plan. Husband has been unemployed but finally finds a good job and would like to take the employee-only health insurance at his new job and have his wife drop him from her coverage. Would the wife be able to drop husband once he is covered or would she have to wait until the next open enrollment? And if she does have to wait until open enrollment, she can drop him and then that would be a qualifying event for him to enroll in his employer's plan?
