Taking away vacation time

What is the name of your state (only U.S. law)? PA

Our current employee handbook that has been out for months states under vacation:

Employees shall recieve one week of paid vacation after one year of service. Underneath that it reads:
After 90 days - 5
After one year - one week
After three years - two weeks

Employees are under the imprerssion that after 90 days they get 5 days of vacation since it states 5. A few people have tried to submit vacation requests recentley and were denied, management is saying that the 5 was a typo. Any ideas on this one.

If they think they get 5 days after 90 days, what do they think they get at one year?

I think two things.

1.) It is obviously a typo

2.) Your HR department should correct it
