In San Francisco, California, there is a very large apartment with three bedrooms and an extra dining room great for a 4th person to live in, but the landlord will not allow it. Can he do that?
Apartments have restrictions on the number of occupants. He can get in trouble if it is not upheld. An extra dining room is not a bedroom. He pretty much has the right to deny a 4th occupant to stay in a room not designed for a bedroom.
