What is the name of your state? tx
can grandparents adopt a child they have legally (grandparents are consevertory guardins) raised and supported with no child support for 16 years without parents consent? can the child decide that legally at 16?

Yes they can, but you must first have the parents' rights terminated (if they are not voluntarily relinquished).

It is not as easy as having the child say "I want them to adopt me", regardless of his age.
