HELP visitation agreement uncoperative party

What is the name of your state (only U.S. law)? Riverside, California

We are grand-parents, the judge order that parties work on a visitation agreement..thus made no visitation orders...the other party (mother) does not want to work with us...we had asked to see our grand-daughter,,mother stated that we can only see her in a public place for a couple of hours and she needs to be present...so we agree but she never showed...again I let her know that we need to work on a visitation agreement...she stated that the judge made no such orders...and that she does not have to do anything....I have the court minutes to show her but she refuses....
WHAT SHOULD I DO NOW?

You have court minutes that say what?

You have a court ORDER that says what?

BIG difference. She may be right.

She IS right. A judge cannot force a parent to work on a visitation agreement with a third party/non-parent.

After following due process, applying any applicable statute, and hearing the evidence a judge can order visitation for a third party/non-parent, but cannot order the parent to AGREE.

Most likely the Judge suggested to come to an agreement .

Exact wording is crucial , and without another court date to see if you could come to an agreement , or further proceedings , it's most likely a dead duck.

Yeh LDij agreed with CC , and CC gets it thrown in her face .

At least a simple TY would have sufficed .

I never saw what caused this remark but for the record, CC never gets anything thrown in her face. CC doesn't care about anyone on this board enough to worry about anything being thrown in her face. Throw if you must. No one throws hard enough to reach me.
