unhappy with the grandparents

What is the name of your state (only U.S. law)? Washington

My husband and I have not filed for divorce yet! But we are filing. He wants to take my daughter to his parents who live in Oregon and I dont want them around her. Can he take her without my approval and across the state line? even though we haven't filed for divorce yet?

Absolutely. He can take his daughter anywhere he darn well pleases. Just like you can.

She deleted her post there. But CC is correct. Dad can take HIS children where ever he wants in this country without your permission.

Nothing stated by me should be taken as giving you legal advice or forming an attorney/client relationship. The devil is in the details after all.
