Badgercare?

What is the name of your state (only U.S. law)? WI

My daughter no longer qualfies for the bagercare bench mark plan
Her step-father's income has increased
I do not work ( before marriage was collecting SSI)
Can he add her to his insurance anytime within the year?
His insurance does not cover orthodonist cost (she wears braces)
Is it possible to receive only dental care thru bagercare bench mark plan for this?
Legally her step-father is now responsible for her health care
yet legally he can not take her into the doctor without my permission??
Yet her bio-father pays child support when ever (last was a year ago)
Was court ordered to have health insurance on her since after birth (has never)
How sad now the laws are making it even easier for dead beat parents!!!

Her losing her other coverage should be considered a qualifying event, so he has 30 days to add her to his plan.
