Bcbs Mi Rate Renewal Rights

What is the name of your state? Michigan
Does BCBS of Michigan have the legal right to wage information? They are asking for copies of quarterly wage detail reports, we have always provided this to them before but Blacked out the wage detail. They now say our rates will go up if we do not provide wage detail. Isn't this private information? It should make no difference in how our rates are calculated. I am having trouble finding out if this information should be provided or if it indeed is private and they have no right to know.
