COBRA Premiums for HDHP w/HSA

What is the name of your state (only U.S. law)? IN

If an employer contributes money to your HSA when you enroll in their HDHP w/HSA, is that amount included in COBRA premiums.

My gut feeling is that they can't, since what they are paying the insurance company is just for the coverage of a HDHP. The numbers for the premiums look a little funny to me though, which is why I'm questioning this.
