Insuarance Refuses to Pay!!! NEED HELP!!!!!

Dear Friends,

First of all sorry for my English!

I used to be international student in U.S.
I have been using an insurance company HSR Inc. which school has provided.
One day I broke my ankle and as international student I knew I had to give
my insurance card to the doctors, which I did. However after few year later
when I contacted my doctor to get few documents from him, he has told me that my injury payment wasn't made. I started calling insurance immediately. I have found out that I needed to submit a claim which I have never been told before, noone has called me nor mailed nor emailed me about this from insurance. I found out about this only when I called them and I never new about this before. After 3 weeks when my claim has been over viewed they told me they wont cover because the deadline is 1 year from a start of injury.
As International student I believe this is not right because they had to contact me about the claim that I needed to submit in order for to be covered. Also they had claims from my doctor so they knew that I had injury. As a result they had to contact me to verify and tell me that I need to submit "claim form"
I didn't have enough time to get lawyer and stay in U.S because I finished my studies and visa has expired so I had to leave. Now I am back at home and seeking help. What should I do? Where can I complain I have found many different insurance investigators and organizations which can help.
But I am asking your help which is best place to complain so that other international students will know what they have to choose when they come for studies in U.S

Thank you in Advance.

What is the name of your state (only U.S. law)?

Every insurance company has a limit beyond which they will not accept a claim. One year is quite common. I don't know how you expected the insurance company to know you had a claim if you didn't submit it. It was your responsibility to find out what to do. It was not anyone else's responsibility to tell you what to do.

You have no legal complaint. The insurance company has no legal obligation to pay a claim several years after the fact.

It is YOUR responsibility to read and understand your insurance policy and learn what you need to do to get your claims paid. Not the doctor's or the insurance company's. Yours and yours alone.
