Mandatory College Student Insurance

What is the name of your state (only U.S. law) ? - Iowa

I am a new college student, and my school provides a student health plan that is mandatory for those who are not covered elsewhere (Its ultimately cheaper for me to use the college insurance plan).

I've just found out that due to some clerical error, i was in fact not enrolled in the student health plan and have been, essentially, uninsured for the last 2 months. They have now realized that they've made a mistake and apologized, however they now wish to charge me for the full semester, rather than simply begin monthly payments going forward. This means i will have to pay near ~$1000, rather than $150 per month going forward. (Charges for the 2 months i was uninsured are included in that ~$1000

Is this legal? Are they justified in asking me to back-pay my insurance for the period that i was not insured?

The worst thing is, as much as I'd love to tell them where to stick it - I've canceled my old coverage, I am obligated to use the college's health plan, as it's mandatory for those not covered elsewhere .

Are they going to reinstate coverage retroactively?
