medicaid paying out of pocket

I have tried making an appointment with a doctor who does not take medicaid but does take medicare. I have both. I told the doctor that I will pay out of pocket for the portion of the bill for which medicare will not pay.
They refused to make an appointment and said that this is insurance fraud and that if they do not accept medicaid I can't pay out of pocket. It's hard to believe.
Is this true? I really need to go to this doctor. Can somebody help me answer this question?

Senior Member
The Physician was correct. If s/he is a participating Medicare provider, s/he cannot balance bill a Medicaid recipient. It's the law.
