Secondary Insurance refuses to coordinate benefits with PersonalCare HMO

My secondary insurance carrier through my wife's employment refuses to coordinate benefits with my State of Illinois PersonalCare HMO plan. How do I write an appeal to the secondary insurance?

You should ask the secondary insurance company what their appeal procedure is.

I'm guessing he's trying to get the secondary insurance company to cover the portion of his claim that the primary ins. co. doesn't pay.

Yes but I need to know EXACTLY what they're saying and how they're saying it in order to advise further. "Refuses to coordinate" is vague.
