is it legal for the state government to supend the top 100 users of the internet based on number of "hits" and not punish all of the other users at all. This was done to curb internet usage instead of a memo. Regardless of work record or even consulting the employee's supervisor

umm, yeah. your employer's computer, lan/network system, office, chair, internet provider, web server. etc etc etc.


you have no right to use it for other purposes other than work, if you get caught, c'est la vie.
