If a person quits 2 weeks before their 1st year anniversary, do they get paid for the vacation time accured up to that point, or is this a company policy issue?

*IF* vacation is paid by your employer, then yes, you are entitled to the accrued amount of vacation.

vacation is definitly paid by employer. Is there a time limit as to when you can still get it?

Get what? The pay or the time? Your earned vacation through your last day worked is due with your final paycheck which, if you are discharged or you quit with at least 72 hours notice, is due to you on your last day worked.
