I have applied for positions with my Native Corporation (Subsidiary) and have not been hired even though I am more qualified than the individuals who get hired. I don't even get an interview. Some of the Management are active in the Alaska National Guard and they hire their fellow Guardsmen over qualified Shareholder applicants. This is the preference statement on the job announcement.

PREFERENCE STATEMENT: Preference will be given to XXXX shareholders and shareholders of other Alaska Native Corporations in accordance with Title 43 U.S. Code 1626(g) and Title 42 U.S. Code 2003-2(i).

All the above mentioned people are non native non shareholders.
Any advise would be appreciated. What is the name of your state (only U.S. law)?
