What is the name of your state? California
My wife was recently hired by a jewelry company that did a background and secureity check on her. On her first day of work she was told that there was a discrepancy between her claimed salary at a previous employer and what their search dtermined that she was making at that employer. Is it legal for an employer to ask your previous employers what your wages were? If so, is it legal for your previous employers to tell them?

Yes, it is legal. It is up to the previous employer as to whether or not they answer.
