forced to work overtime

The company I work for provides after hours service for customers over the weekends. They require the on-call technicians to be available from 4pm on Saturday thru noon on Sunday. The technician is gauranteed 8 hours of pay, and is paid more if he actually works more than 8 hours. Example: Say Bob arrives at a customers home at 5pm on Saturday and leaves at 8pm. He gets his next call at 10pm and finishes that call at 1am his next call comes at 9am and he finishes at 11am. He has now committed 20 hours of his time and will only get paid for 8. My question is, if they have to be available for 20 hours shouldn't they be compensated for the entire 20 hours? These guys can have no life while on-call, for those 20 hours (just in case a customer calls.) FYI, this is a heating & cooling company located in Ohio. Also they require that they be available to work a 10 hour day not 8. Though they are paid overtime when they reach 40 hours. Can a company force their employees to work overtime?
