What is the name of your state? What is the name of your state? California.

The employee handbook for this company states that 2 weeks is required when giving notice. Now the company wants to reduce my co-worker's time to 1 week, while pushing him to get a project complete by that time. Can they do that or do they owe him pay for the two weeks? It seems like they're firing him at the one week mark or something.

Do what??
Reduce his 'notice' to one week?? Yes.
Expect him to complete the work in one week?? Yes.

or do they owe him pay for the two weeks?
No. They are only obligated to pay him for the actual hours worked. And yes, they can decide to 'accelerate' his notice to one week, one day, one hour or one minute.

Wow. Seems kind of a petty, ****ty thing to do. Oh well, thanks for the advice JETX.

When an employee gives notice, and the company does not have him work out his notice, that is not being fired. That is having his notice accepted immediately, or after one week, or whatever. Sometimes it is petty; sometimes there are very valid reasons for it. Either way, it is legal.
