can someone be fired when their fmla runs out even though they have been released by the doctor to return to work with light duty restrictions for a short time and their work says that the restrictions are not acceptable and they can not return to work

Yes. If your FMLA has run out then it is legal to fire you if you cannot return to work without restrictions.

The sole exception would be if your condition somehow qualified for the ADA (by no means all conditions that qualify for FMLA also qualify for the ADA) and if a short extention of your leave could be considered a reasonable accomodation. That's a long shot at best.
