Can an employee be fired for refusing to sign a consent to monitoring form? This pertains to internet use and is presented as an acceptable use policy and consent to monitoring on the IT and LAN systems at work. What if the policy was instituted after the employee was hired?

Yes, you can be fired for refusing to sign. It's called insubordination. And even if you refused to sign and weren't fired for it, doesn't make you any less responsible for knowing the policy and adhering to it. Doesn't make any difference that the policy was not in effect at the time you were hired. The company has the right to implement policies it deems necessary at any time.

What are you doing on the Internet on the employer's computer and the employer's time that you're so afraid they're going to find out about?
