My employer has FINALLY put together a bonus incentive program for our managers (we work in restaurants). However, "in order to justify giving all of the managers this opportunity we are decreasing everyone's salary by 5%".

Is that legal for our employer to decrease our salary-without our consent-in order to offer us a monthly bonus incentive?

As long as you were notified prior to the salary deduction taking effect, yes they can do this. It's simply a change in compensation structure.
