If you want to work there, you sign the form. If not, they can't force you. But you don't get the job.

If the company requires you or any potential new hire to sign a disclosure and release form as requirement of employment --YES it is legal and why would you have an issue with that? The company wants ensure that their employees do not go around blabbing company secrets or practices.
