Is it legal for an employer to charge different insurance rates for the same coverage, based on whether an employee is hourly or salaried? (The rates for salaried employees are 60% higher.)

To me it seems the same as a retail store charging different prices depending on what tax bracket the customer falls into.

The state is Illinois. Thank you.
