Employee refusal to call hR Director

I have called an employee several times to ask her afew questions concerning her refusal to sign a form that the company has out. The employee will not return my phone calls. I am the Human Resource Director and I am calling the employee at the request of the owner of the company. We would like her to come in for a meeting but she refuses to call or come in. She works at an off site location. Help please
