Employer charging vacation time...

My employer has decided that they are going to shut down for the Christmas holidays. In doing this, they are going to charge the employees for 40 hours of vacation. The employee does not have the option to work during this time. This appears extremely suspect in that the employee has no say in spending the vacation time they have earned and are entitled to. I can see a company shutting down at their discretion, but charging employees' vacation banks seems illegal. I'm in Arizona. Please help.
