employer is not paying commison & Bonus

I resigned from my position--all commision, from a Tx company on May 21. effective either may 31 or june 30
upon resolution of: 1. payment of bonus owed from yr 2000.
2. agree to pay commisions earned prior to resign date.

Employer has failed to communicate with me regarding resolution. they are using the may 31 date as effective date.

I have copy of bonus program from yr 2000. What is next
step for me?
Also my resignation letter stated effective if items were
resolved which they have not been, so is my resignation
effective? they have chose to make it effective may 31..

i also have about 25k worth of office equipment from employer
Can I keep this as collateral/bargaining power for the
non payment of bonus and commisions owed?
They owe me about the same 25k.
