Employer Requiring me to Repay Insurance

Hello, I am in Virginia and I just resigned from my job, which I was receiving health insurance through. My employer told me that since I am not going to work through the month I have to reimburse him for a month's worth of my health plan -- both his and my contribution. Is this legal? Thanks in advance.
